DALLAS, Nov. 3, 2026 — A 44-year-old man was arrested Tuesday after he shot and killed another voter’s dog in the parking lot of a Dallas County polling location, police said.

Marcus Hale arrived at the early-voting site in the Oak Cliff area shortly before 4:30 p.m. According to witnesses and a preliminary police report, Hale became involved in a verbal dispute with another voter, identified as 38-year-old Daniel Ruiz, near the entrance to the building.

Dispute Escalates to Shooting

Ruiz had brought his dog, a medium-sized mixed breed named Rusty, with him while he waited to vote. Several people who overheard the argument said it grew personal and included comments about the election.

Poll workers asked both men to move away from the doorway. Hale then walked toward the parking lot. Moments later, multiple bystanders reported hearing a single gunshot.

Officers already stationed at the polling place for election security responded immediately and found Rusty dead a short distance from the building. Hale was detained at the scene without further incident. A handgun was recovered from his possession.

Ruiz told officers he had planned to vote for Democratic candidates.

Voting Continues After Brief Pause

Police said no people were injured. Ruiz remained on site, provided a statement to investigators, and confirmed he was at the location to cast a ballot.

Poll workers briefly paused operations at the affected entrance while officers secured the area, but voting continued at other stations inside the building. The site reopened fully within approximately 25 minutes.

The Dallas County Elections Department confirmed that the incident did not affect ballot tabulation or the overall operation of the polling place.

Charges and Investigation

Hale was booked into the Dallas County Jail on charges of cruelty to non-livestock animals and disorderly conduct involving a firearm. A judge set bond Wednesday morning. His attorney has not commented on the case.

Sheriff’s officials said detectives are reviewing witness statements and any available surveillance footage from the parking lot. Additional charges have not been ruled out.

Animal control removed the dog from the scene. No further information about Rusty’s age or medical history was immediately available.
